I'll bet the mailing address is Fayetteville, but located in the town of DeWitt, and that's Santa driven around by the DeWitt Fire Department during the weekend before Christmas, an annual event nearly since the Departments founding circa 1932.

We're definitely in the Village of Fayetteville, right over the village line past Mott Road elementary. I'm not sure which department sends him out, but it could be that Fayetteville snagged Dewitt's good idea. I didn't check; I was preoccupied by the candy canes he hands out ;o)
