It helps to have some software that will allow you to do this through a WYSWIG interface. I've not used <A HREF="http://www.freedownloadscenter.com/Web_Authoring/Image_Mapping_Tools/Handy_ImageMapper.html" REL="nofollow"><B>this</A></B>, but it looks like it should do the trick (and it's free).
